With Oliver handing off the mantle of the Green Arrow to Diggle means we get a new voice over stating that he done so.

With this new change, we see Team Arrow 3.0 in action taking down Alexander Faust, the criminal that Black Siren freed in the season premiere. The funny thing is that Diggle took down Faust and his team with brute strength versus using arrows.

Back at the Arrow Cave, Diggle knows that criminals will be on to the fact that the Green Arrow isn’t shooting arrows and Felicity is working on something to help with that. At first, I thought Diggle told the team about his nerve damage but alas he didn’t and instead blames it on the fact that he isn’t an archer. However, Dinah knows the truth and is still pressing Diggle to tell Oliver. Diggle was going to but then he handed off the Green Arrow mantle to him and then felt he couldn’t/

With Team Arrow catching Faust, Agent Watson (Sydelle Noel) is back on Oliver’s tail wondering if he had an alibi (he did, he was at a baseball game with William). Then Agent Watson brings up the point at how the vigilantes seem to be doing the cops job and undermining them. What doesn’t help is that Oliver is a big supporter of the Green Arrow and his team. When Watson leaves, Quentin tells Oliver that she is right and in fact Councilperson Pollard has come up with an anti-vigilante legislation and wants Oliver to do something about it. Quentin does come up with a possible solution and that is to support Pollard’s legislation but to tweak into the favour of Team Arrow while also supporting the police. Oliver refuses to do so.

Meanwhile, at Kord Industries is attacked by Onyx Adams to steal information off their internal servers. Team Arrow learns that Onyx stole the route for delivery of a new type of deadly nerve gas. When Team Arrow intercepts the delivery in hopes of catching Onyx, it doesn’t work.

Onyx and her team uses some sort of flash bomb to blind Terrific, Wild Dog and Black Canary. The bad guys get away with the nerve gas while Onyx takes off with the delivery truck. Wild Dog asks the new Green Arrow which one they should stop: the nerve gas or Onyx from getting away. Diggle freezes unable to make a decision. Wild Dog decides to go after Onyx but is too late as she crashes the truck into a building. #TeamArrowFail.

At the Arrow Cave, Rene is livid at Diggle for his indecision that let everyone get away. Luckily though there were no fatalities. Dinah stops the blame game and tells everyone to move on.

Dinah approaches Diggle to find out what happened. Diggle explains that in his whole career either military or with Team Arrow, any decisions he had to made were always backed up. Dinah tells Diggle that moving on from the situation also includes him.

Less we forget that in the last episode Curtis and Felicity decided to start a company together and she spent the entire episode coming up with a company name. One name that got rejected: Oracle (an obvious DC-reference but to me as an IT journalist, I thought of the actual tech company).

Elsewhere, Oliver is struggling how to help William study for an important math test so he turns to Felicity to help tutor him. At the tutoring session, Felicity helps and encourages William. Oliver observes all of this and when Felicity has to go to deal with their mission, William notes how awesome Felicity is. That she is William, that she is.

Concerned over Diggle’s indecision, Rene goes to see Oliver and tries to get him to come back and lead the team. But Oliver thinks that Diggle is the right man for the job and goes to the Arrow Cave to speak to him. Oliver does say to Diggle that he should have concerned Lyla and JJ before offering him the mantle but Diggle tells him that he has made peace with the life he leads so was fine accepting being the new Green Arrow. Oliver then tells Diggle that he has great faith in him and he needs to believe in himself.

The team learns that Onyx and her crew are taking out people that could rat our her crew in taking millions worth in gold from one of their black op missions. Felicity learns Onyx’s next target is Rob Reynolds. The team track him down at some swanky hotel. Vancouver Filming side note: if the lobby of the hotel looks familiar, it should Arrow used Vancouver’s Orpheum Theatre before for a campaign rally in season 4 “The Candidate”.

Team Arrow arrives and split up. Wild Dog and Green Arrow go after Reynolds while Terrific and Black Canary deal with Onyx and her crew. Curtis came up with special goggles to counteract the flash devices Onyx’s team was using. Terrific and Black Canary take care of Onyx’s team but she gets away when she sets of the nerve gas. Luckily Curtis and Dinah figure out a way to blow out the nerve gas from the hotel and keeping everyone safe.

Meanwhile, Green Arrow saves Reynolds and defeats Onyx in an epic fight at the back of a limo.

Afterwards, Team Arrow celebrate the win with champagne and Rene apologizes to Diggle. Also, Felicity and Curtis gift Diggle with a special crossbow that will let him shoot arrows. Diggle takes it out for a spin and successfully shoots tennis balls like Oliver has done. And it looks like Diggle steadied the crossbow all himself, no tremors. Diggle tells Dinah that he did tell her he had things under control. And the reason why Diggle has everything under control is he has been injecting himself with some sort of drug that stops the tremors.

Back at City Hall, Oliver learns that Pollard’s anti-vigilante legislation has passed and he is about to veto it until Quentin tells him that would be a bad idea. Instead, Oliver busts into a council meeting and tells them that he is going to put the legislation to a referendum.

Later that night, Oliver visits Felicity’s to thank her for tutoring William and that he got an A on his test. Oliver then gives Felicity a gift. When Felicity opens it, it is a key to Oliver’s apartment. Oliver tells Felicity that both he and William need her in their lives and they will be all the better for it. Felicity excepts the key and the two kiss. Olicity is back on.
